Swaraj - The Model for Modern Glorified India

                                    The Model for Modern Glorified India

It is not easy to govern more than 1.2 billion people. The system we have today is not bad. It has performed reasonably well. But at the same time it has left many things undone and poorly done due to deficiencies and abuse. Unfortunately there is too much talking but too little action. There is a huge distance between government and common people of the country. We need a better system now which improves keeping pace with time and at the same time provides good platform for meaningful development and eradication of problems. 

It is crucial to have active participation of citizens for any system to be successful. And this participation should be constant not merely casting vote once in five years. Experience of prominent people in various fields should be well utilized in policy making and development schemes. This will improve efficiency and effectiveness of governance.

Here is one such model which can help our beloved India to be No 1. It is called Swaraj Model because it is based on people’s active participation.

Resolve -  We the people of India resolve to govern our self through active participation in order to progress as a secure, developed, successful and happy nation.

Power Balance - The trio of Government, President and  Federations will create a better balance of power.

Election 

Municipal and Panchayat Level - Elections must be made non political immediately. This will stop abuse of power at lowest level by political parties. 

National and State Level -  Term to be reduced to four year. Elections must be held simultaneously for national and all states and union territories. This will save money and help nation to focus on sustained development.

Elections must be free from muscle and money power abuse. No advertising or big rallies to be allowed. Only locality based meetings, specified display boards, collective or specified media interactions, their own websites and SACH website must be the mode of information spread. Those already elected to national or state legislative bodies especially those in government should not campaign in elections as the ministers, chief minister and prime minister belong to entire population and should be above divided interest.

No tainted person ( of corruption communalism castesim or any other illegal anti social or immoral activity) must be allowed in constitutional houses.

There should be no political party. Every constituency should elect three people to three bodies of government. A person should get nominated by people to fight election. A person from that zone or at least from that region who has done significant welfare work or some other prominent work can get nominated.

President  - President must be elected directly by the people. President should nominate the ministers but only that person who has done some significant work in that field.

Constitution - Constitution must be the core and it must be rewritten once every fifty years to make it better functioning with growing times.

The Governing body - This should be three layered body. The Law making body, The Government and The Monitoring body. They should be separate and independent of each other so that they can work efficiently and effectively. Those in Law making body and Monitoring body should not hold any other post whatsoever. The Federations should play the role of Monitoring body.
 
Swap -  At the end of two years there must be a referendum to give people an option to swap government. In this the second largest group of members to be allowed to form government for remaining two years. This  will allow people to look for alternative if one government has failed miserably. Also this will keep pressure on first government to perform well and not to take complete term for granted. 

Development model - The country must develop and adopt a development model for basic units village, small city, metro city and district. This development model should include successful schemes tried and tested within country or abroad for example housing and other construction, roads, traffic, water harvesting, water and electricity distribution, waste disposal, security, sanitation, utility services, environment protection etc. These models must be replicated for time bound, cost effective and homogenous development.

Commissions -  The prominent bodies must be in the form of independent commissions for more efficient functioning. Like Election Commission this should includes commissions for police, bureaucrats, intelligence, vigilance, lokpal, judiciary etc.

Methodology – Constant working on developing and improving a working system based on government public partnership. The Federations will be the active link between people and government.

Rashtra Sabha and The Federations – Federations of prominent and experienced people in various fields which will work to bridge the gap between government and common people. These will coordinate with government to improve policy making and effectiveness of governance. These will help to effectively carry public’s voice, needs and problems to various government ministries. Further these can suggest various steps towards improvement and monitor real implementation of schemes.  These federations will interact constantly with representatives of Panchayats at village level and Heads of RWA (Resident Welfare Associations) at city level. They will work on the basis suggestions and feedback from general public in the form of referendums. Then only it will become the Voice of India. The recommendations of these federations must be binding on the governments and law makers. The Federations collectively must be called Rashtra Sabha. The way Gram Sabha is supposed to monitor Gram Panchayat, Rashtra Sabha must monitor working of various governments and institutions.

 These can be

-          Federation for developments of women
-          Federation for developments of youth
-          Federation for developments of children
-          Federation for developments of rural India and agriculture
-          Federation for social development,
-          Federation for economic development
-          Federation for culture development
-          Federation for developments of sports 
-          Federation for developments of nationalism
-          Federation for developments of health
-          Federation for developments of education
-          Federation for developments of science and technology
-          Federation for developments of laws and constitution
-          And other similar federations

Formation  – These federations will be formed by the public through the process of online & mobile poll.

Membership
-  Primary membership will be open to persons of the respective fields
-  Secondary membership  – This will be formed by prominent people of the field given at least 10 years to it and risen high. The size can be 1 / million / state  with a 2 year nomination by online & mobile poll.

This system if implemented can improve efficiency & effectiveness of governance, will improve transparency & accountability, will eradicate problems of the country and will help India to develop to be No 1.
